 We would like to invite you to submit to Meteorological and Environmental Research  editorial office. Meteorological and Environmental Research (ISSN 2152-3940) is an English academic journal issued by USA-China Science & Culture Media Co. (Cranston, USA) in January,2010. It is the first comprehensive meteorological and environmental English journal of strong technicality and high orientation in China, published monthly in the general format of US sci-tech journal. Meteorological and Environmental Research is a window through which meteorologists could see the important findings and latest advances of meteorological and environmental sciences in China. It aims to act as a bridge of academic exchange between Chinese and foreign meteorologists and to enhance international influence of China’s meteorological and environmental research. Currently, it has established connections with many well-known databases, and is actively working on the database citation matter. The main content includes: weather and climate analysis, basic theory and research methods, agriculture and ecology meteorology, pollution meteorology, atmospheric physics and atmospheric chemistry, water resources and environment, soil environment, high-tech application in meteorology, disaster prevention and reduction, and so on.  
The editorial office has made adequate preparations for the publication of an excellent journal. In October 2008, the journal editorial staff visited the Institute for Scientific Information (ISI) and met with the Senior Editor Ms. Maureen Handel and her supervisor Ms. Mariana Boletta, who are responsible for reviewing agricultural scientific journals included in Science Citation Index (SCI). The two sides communicated for the selection criteria of SCI including scientific and technical journals as well as the editing and publishing related matters of Meteorological and Environmental Research . The visit has laid a good foundation for the quality and impact of the publication.
 
Publication Ethics Statement
   MER Publishers is committed to maintaining high standards through a rigorous peer-review together with strict ethical policies. Any infringements of professional ethical codes, such as plagiarism, fraudulent use of data, bogus claims of authorship, should be taken very seriously by the editors with zero tolerance.
   MER Publishers follows the Code of Conduct of the Committee on Publication   Ethics (COPE), and follows the COPE Flowcharts for resolving cases of suspected misconduct.
   The submitted manuscript should not have been previously published in any form and must not be currently under consideration for publication elsewhere.
1. Editorial responsibilities
   Editors should be responsible for everything published in the journal, strive to do: improve journal quality constantly to meet the needs of readers and authors; ensure the quality of the material they publish; champion freedom of expression; preclude business needs from compromising intellectual standards; always be willing to publish corrections, clarifications, retractions and apologies when needed. Willing to help readers communicate to authors. To inform authors the peer-review suggestion and amending idea to satisfy editorial standard in time. Respect peer-review opinion, protect creative enthusiasm of authors at the same time, when the review point of authors and review expert appear serious difference, invite over two experts to reexamine. 
   Editors have complete responsibility and authority to reject/accept an article, editors should have no conflict of interest with respect to articles they reject/accept, only accept a paper when reasonably certain, when errors are found, promote publication of correction or retraction, preserve anonymity of reviewers. 

2.Author’s responsibilities 
   Author’s article must be original works, no plagiarism; the data in article must be real and reliable, no fraudulence; if any errors was found, all authors are obliged to provide retractions or corrections of mistakes; citing outlook should mark out reference; forbid one paper for more than one journal; all authors in paper have significantly contributed to the research. 

3. Peer review experts responsibilities 
   Valuation of peer review experts for paper should be objective and just, the viewpoint error, intellectual mistakes, serious copy, suspected fake data are once discovered, should feedback to journal editorial department. Whether the paper reached publication criterion, clear opinion should be given. Review experts should have no conflict of interest with respect to articles research content. Review work are conducted under anonymity. 

4. Solving of academic misconduct
   In the course of edit and publication, follow academic misconduct problem may be come across: one paper for more than one journal; plagiarize others outcome; forge data.
   One paper for more than one journal is a mis-action taken by authors in order to publish paper sooner, it cause review experts and editors rehandling, resource waste and journal reputation descend, once discover, editors have right to search for the loss to authors.
   Plagiarizing others outcome and forging data are wrong conduct, authors are responsible for the consequences of this article. When the misconduct cause disputation and loss, the authors respond the charge of victim.
    Editors have a duty to act if they suspect misconduct, to ensure the integrity of the academic report. Whenever it is recognised that a significant inaccuracy, misleading statement or distorted report has been published, it must be corrected promptly. If, after an appropriate investigation, an item proves to be fraudulent, it should be retracted. The retraction should be clearly identifiable to readers and indexing systems.

    If editor has malpractice and guard a pass lax, academic misconduct appears, the reader can complaint against editors to MER editorial department, MER editorial committee, the journal owner and manage department, if the case is true, will give the editors appropriate punishment, or let the editors public apologize.
